Today many educational institutions in Indonesia which is developing a superior education system, including institutions of Islamic education. Islamic schools or madrasah are the flagship of Islamic educational institutions that create superior organizational culture and climate and effective. Development of pre-eminent organization of Islamic schools seem reflected in human resources (teachers, staff, and students) facilities, as well as other supporting facilities to produce graduates who are intellectually astute, have a certain spiritual sturdy. This paper has produced a review and new view on the development of madrasah and Islamic schools of excellence. To develop the pre-eminent Islamic schools or madrasah, are needed: (1) carrying capacity of an effective and functional, such as a superior human resources, facilities and infrastructure (classrooms representative, libraries and laboratories), support facilities (boarding, mosque). (2) Careful planning and mature designed in accordance with the vision, mission and objectives of the institutional school, requires analyzing the needs of academic and institutional systems, and understand the geographical and cultural context. (3) Building a shared commitment, and build mind set collectively, always give priority to continuous innovation, and utilizing information technology as an effective learning resource.

Pesantren has been intsitution that is survive up to the present. Nowdays pesantren became one of institutions which adapted and changed for a dynamic social change. Pesantren is the model for enhancing educational character that stated by Indonesian ministre of education Muh. Nuh. Its caused of the special characters that continously kept since formerly such as teacher’s obidience, the consistency of learning model, the concept of barakah and so on. The globalization era is also contributing an oportunity a number of non formal educational institution to arange and change the system management of pesantren. A research about management of pesantren states that it changes but pesantren still commitment to keep the traditional maners.

Today’s globalization need to be watched out. Though its presence brought many changes to the aspect of technological advancements, we have to anticipate the excesses caused. Due to the presence of globalization and the resulting excesses, the behavior of the Indonesian change following the Western culture (Westernization) which adheres to liberalism. This thing is feared to be able to shift the values of the locality which for centuries became characteristics of the Indonesian in having a character of heroic, nationalism, courtesy and hospitality in accordance with the norms of oriental. Based on the above phenomenon, we need to formulate and promote a character education nation paradigm in order to strengthen the identity of Indonesia. Locality-values that can be included in the character building of having nationalism is the ideas of Ki Hajar Dewantara that are the "Lawan Sastra Ngesti Mulya, Suci Tata Ngesti Tunggal, Tetep-Mantep-Antep, Ngandel-Kendel-Bandel-Kandel, Neng-Ning-Nung-Nang” who all showed Indonesian identity.

Discipline is a condition that is created through a training process developed into a series of behaviors in which there are elements of obedience, obedience, loyalty, order and it was all done as a responsibility that aims to introspective. Discipline can be influenced by two factors yatu, internal factors (innate factors, awareness, interest, motivation and mindset) and external factors (example, advice, training, environment, and group).While efforts can be done to foster habituation or discipline to do exercise, give an example, provide insight, and control. Thus the discipline that is formed will be a character on students.

This article aims to review the teaching of Islamic religious education with a contextual approach. Learning Islamic education sometimes is not fun for the students, because learning methods monotonous and unpleasant. Then one model of learning is the learning of Islamic religious education with a contextual approach. Contextual learning methods can offer a new concept of Islamic religious education learning fun. Islamic religious education lesson with a contextual approach involves seven main components of effective learning: constructivism, inquiry, questioning, learning community, and reflection. Islamic religious education lesson with a contextual approach to its application in everyday life can be done through various methods, namely: making meaningful connections, doing significant, self-regulated learning, collaborating, critical and creative thinking.

Sociologically, Islamic boarding school (pesantren) is a variant of the sociological institution in Muslim society that have two meanings at once, namely the proximity of synonymous with Islamic significance and originality of Indonesia. Pesantren emerges and develops among the Indonesian sociological community experiences loaded with the values of the humanity. As an institution that is identical with the meaning of the Islamic boarding school, was the institution of religion (tafaqquh fiddin) that concern in the field of Islamic knowledge. That is why, the material taught by the pesantren in general is the Islamic sciences, laden with humanitarian values, especially the Islamic jurisprudence (fiqh) and mysticism or Sufism. This second Islamic material was the center of teachings at pesantren, because he was related to the Mission of the prophetic teachings of Islam. For pesantren and the religious leaders (kiai), the teaching of Islamic jurisprudence and sufism or the morality are the instruments of anticipation of the need for change in world view, which allows its use in pesantren. The teaching of Islamic in pesantren focus more on anticipatory memorial, so that a number of the principle is that limber is expected to steer the social dynamics of the santri, especially in answering the problem of humanity in the midst of modernity.

The condition of Indonesian social life in the last decade is very crucial. Frequently the group-conflict happens, either between social or ethnic groups or between students or the young one another. Uncontrolled moral ethics and drugs in them are also in serious condition. To overcome such problems, we need an educational program of character building or revitalization of character education. Thus in place and reasonable that all providers of education institutions and students of education, busy thinking about it, how efforts to improve the character of the nation through the revitalization of character education is to be implemented in educational institutions. The revitalization of character education is implemented in integrated and holistic approach, not as a school subject. Thus, most of them who are involved within the program must be a model of a good character as stated in the national norm which is based on Pancasila culture. Besides, they work together holistically, in integrative way, and comprehensively. Purpose of this literature review is to examine the role of teaching Social Studies, History, and Civics in an effort to build the character generation using qualitative methods and take the kind of library research. The results from the literature review showed that while there is a great role of teaching Social Studies, History, and Civics to participate and build the character of the generation of reliable and virtuous character.

Among the philosophers of education in general, as Broudy (1961) states that the philosophy of education is seen as a systematic discussion about education issues at a philosophical level, which is investigating the issue of education until reduced to the subject matter of metaphysics, epistemology, ethics, logic, aesthetics or a combination of all these. In the discussion of philosophy of education, these problems can be simplified into three main issues, namely the view of the reality studied by metaphysics or ontology, the view of the knowledge learned by the epistemology, and views on values learned by the axiology. On the other hand, the development of thinking Islamic education can be seen from the pattern of Islamic thought that flourished in the Islamic world in this modern period, especially the challenging and changing times and the era of modernity. Accordingly, Abdullah (1996) examine the existence of four models of Islamic thought, namely (1) textual Salafi Model, (2) Mazhabi traditionalists Model, (3) Modernist Model, and (4) Neo-Modernist Model. Typology further highlight the modernist Islamic educational insights modification free, progressive and dynamic in the face and respond to the demands and needs of their communities, so that Islamic education serves as an attempt to reconstruct a continuous experience, in order to do something intelligent and able to make adjustments and readjustments in accordance with the demands and needs of the environment in the present.

Assessment of education is a very important aspect in education. Given the purpose and function of assessment is a barometer of the implementation study conducted at an educational institution, including college. To get the actual assessment, comprehensive planning should be done about the process that will be done. And ensure that the implementation of an examination or assessment carried out in compliance with the prerequisites that have been determined by each institution. Accountability of educational institutions including universities are also affected by the implementation of the accountability exam. The concept of inner beauty in Islam refers to the appeal that radiates from within a person. The radiance of the inner beauty is reflected in moral quality, in managing one-self, in self-control, and in wisdom while dealing with life problems. This is the truest concept of inner beauty. However, it differs in common practice, for people prefer to pursue physical form of beauty, and dismiss the true beauty of personality and morality. This paper would like to remind the importance of moral education and provide new understanding of the concept of beauty within ourselves and that the development of inner beauty comes from the molding of dignifying morality, not out of polishing the physical appearance, but of refinement of behavior.

Islamic religious education is a conscious and deliberate effort in preparing learners to recognize, understand, to live up to believe in the teachings of Islam coupled with guidance to respect other faiths in conjunction with the harmony between religious believers to manifest the unity and the unity of the nation. Scaffolding is a technique to alter the level of support. During the teaching session, someone more expert (teacher, or students who are better able to) adjust the amount of guidance to the level of student performance that has been achieved. In this study the research methods used type class action (action research) with the object of research is a class X student of SMAN 1 Malang. For random sampling technique used by the sample of 35 students. After the data is collected, then the processing performed using SPSS version 16. The results showed that the use scaffolding method can improve the achievement and student understanding. In the first cycle the average value of class X subjects PAI II 71 and the cycle increased to 77 with a significance level of 0000 and the third cycle of student scores to 83.

Increasing the quality of human resources required a change in mental attitude of individuals and the creation and organization of a conducive learning environment. The process can be done with the creation of community learning. Learning community understands the concept of man as the figure of the learner (Learner), which puts the act of his life studying the totality of the scheme, not just in schools, universities and other educational institutions, but also within families and the general public. Mental construct of society is unwilling or lazy to learn to study hard or mentally as a human learner, not just by relying on internal change of their individual. Organizing the learning environment to be conducive to the establishment is a necessity that the learning environment. Learning environment that is expected to manifest both in the schools, families and communities. And through the creation of Islamic Learning Community is expected that the process of internalization of Islamic values in society through the container and the behavior of religious activities in the community.

INOVASI KURIKULUM LEMBAGA PENDIDIKAN TENAGA KEPENDIDIKAN PERGURUAN TINGGI AGAMA ISLAM

The Minister of national education and The Minister of religious affair have decreed that the teacher must have a certain academic qualification and competencies, and teacher certification if he/she wants to become a professional teacher. Beside that, the academic competencies of teacher and its certification have to appropriate with the competencies standard of curriculum in the school. So, the institution of educational manpower education in the Islamic higher education (IHE) has to be able to realize the policies by conducting the curriculum innovation based on the policies of education and the needs of stake holders and the religious character of IHE. There are seven model of innovation can be used (i) incremental, (ii) radical, (iii) modular, (iv) architectural, (v) top-down model, (vi) bottom-up model, and (vii) model of N-3; niteni, niroake and nambahake. The process of innovation include; (i) recognizing a problem or need, (ii) research, (iii) development, (iv) commercialization, (v) deffusion and adoption, dan (vi) conceguences. The approaches of curriculum innovation are (i) produktive, (ii) humanistic, (iii) democration, (iv) clasic, (v) romantic, and (vi) modern. The strategies in curriculum innovation are the rational-Empirical Strategy, the normal-Reeducative Strategy, and the Power-Coercive Strategy.

Character building is an urgent need for Indonesia, specifically in improving the characters of current youth. Character education in the Islamic perspective equate as moral. As Holy Qur'an being the foundation of Islam in all areas of life including on the question of morality; God in His Word, which means "And truly you are (Muhammad) of noble character." Therefore it may also be concluded that Prophet Muhammad, was sent to earth no other but to meliorate the human kind. Thus, the character education in the Islamic perspective is necessary, especially in Islamic educational institutions. Hence, from a variety of issues related to morality, the Islamic educational institutions are ideally capable of implementing the character education within perspective of Islam in the form of honesty, a sense of responsibility, intelligence improvement, with attention to health and hygiene, as well as awareness and creativity.

Use the appropriate method of moral education will be better able to improve students' moral considerations. But in reality, the recognition of the need to use the appropriate method in moral education in Indonesia has not carried out properly. It appears from the practice of moral learning which is widely practiced in Indonesia is the lecture method of Samba that was developed based on value investment approach. This method has a negative interpretation. In contrast to the approach to the cultivation of values, other approaches that are not indoktrinatif the cognitive development approach. The development of this approach among others through the use of moral dilemma discussion method.

Strategies for Islamic Education; Quality of Human Resources
The reality of Islamic Education today has experienced a period of intellectual deadlock. Among the indications; first, the lack of reform efforts, and if there is certainly less rapidly with changes in social, political and progress of science and technology. Second, the practice of Islamic education still maintains the old heritage and did not do much creative thinking, innovative and critical current issues. Third, the model of Islamic education learning too much emphasis on intellectualism-verbalistic approach and negate the importance of educational interaction and humanistic communication between the teacher and student. Fourth, Islamic education orientation focuses on the formation ‘abd or slave and disproportionate to the achievement of human character as a Muslim caliph on the earth. On the other hand, Islamic education is an important task, namely how to develop the quality of human resources (HR) for Muslim to take an active role and to survive in the era of globalization. The development of quality human resources is not an easy issue and simple, as it requires deep understanding and broad at the formation of the basic concepts of man and calculation in the preparation of the institution as a device that will give birth to a superior human.

Learning mechanism based on character building is structured in inter-effecting three phases of learning; planning, engagement and evaluation. Lesson plan based on character development comprised of various aspects related with the educational system elected by particular school/madrasah. Therefore, Lesson plan based on character building is employed in all school subjects. There is an interconnection among the school subjects in passing down the values that brings of character education perpetually. It shall not be halted by employment at specific classes. As necessary, school/madrasah may develop the values of character building as pasrt of formal curriculum.

Manajemen Pendidikan Pesantren dalam Upaya Peningkatan Mutu Santri

The research of cases study is aimed to describe and understanding indepth about the educational management in pesantren (Islamic boarding school) in the efforts of santries (Islamic student in pesantren) quality improvement in Madrasah Salafiyah III Komplek Q Krapyak Yogyakarta. The research of cases study is qualitative research that naturalistic kinds. The research technical’s used observations, indepth interviews, and documentations. Data analysis’s used data assemble, data display, data reduction, then some conclutions. The conclution of this research is functions of educational management in Madrasah Salafiyah III that first, there is educational planning in madrasah (Islamic school) still in learning planning around. Second, educational organizations in madrasah that covered in organization structure there are job descriptions, functions, be competent, task appropriates clearly to employees. Third, principals of madrasah as leader that institution is kyai (leader in pesantren) assistant to manage educational pesantren, so educational in madrasah can be effective. Fourth, educational controlling in madrasah is supervised, monitoring, and evaluation who principals apply by helped his subordinates. The efforts of santri quality improvement applying by madrasah as continue both to determine standard of santri quality, improving of management madrasah, and improving human resources that santri and ustadz (teacher in pesantren). Improving santri quality is take many programs like use entry test in madrasah, practice of teaching experiences, make science labor (end task), halaqah bahtsul masail al haditsah (discussion of studying up date problems), give the rewards to sanri’s achievement, khithabah (speech) fourth languages, dzibaiyyah (reads shalawat to Muhammad SAW prophet), tahlil, halaqah ta’lim, sorogan (private) kitab dan Quran, science daurah and tematic study. Programs of improving ustadz quality like workshop of asatidzs, discussions of ustadz studied, periode seminars, and make science labor.

The generation from companions of the prophet, tabi’in and tabi’it tabiin are a sturdy generation, have a high comitment for moral values of Islam. Whereas on the pre-modern, Islam was suffered a decrease. Its quite alarming setback. Its period of deteriorate. This periode was identified as time of the demise of the Islamic struggle. Character of moral excellence or akhlaq is built upon various virtues which in turn has significant meaning when founded on values applicable in the national culture. Indonesian national character for the citizen is based on the measures assessed as a virtue constituted on the prevailing values in society and the Indonesia as nation. Hence, the Education of National Character and Culture is directed on efforts in developing wisdom founding values so to mold the personality of citizens. The learning process of National Character and Culture Education deployed through an active learning process. Principally, value development is to be actively utilized by participant (as a self-subject of receiving, employing as self own and deploying the learnt values as basis of each action) therefore their position as active subjects in learning is the main principle of active learning. Thus both parts are necessary to each other.
